Problem mit functions.api... nach neuinstallation von 4.6.24

is sicher nen kleines Problem aber ich komm grad nich drauf was die lösung sein könnte?
überall steht
hab auch den ordner includes/api/ alle rechte gegeben aber bleibt trotzdem der fehler?
vor der installation stand nur das problem mit der PHP zugriff zeit da aber sonst nix weiter.
mmh hoffe Ihr könnt mir helfen
